For most all Yucaipa’s residents, our only memory of Yucaipa Boulevard has been a four-lane arterial extending through the uptown area. So changing Yucaipa’s main street back to a two-lane roadway, after all the added population in the intervening years, appears to be counter-intuitive. However, after millions of dollars in investment and years of construction, the City has developed a significant amount of roadway infrastructure throughout the community easing many of the traffic burdens, and will continue to do so. Combined with the goal of Uptown revitalization, converting Yucaipa Boulevard to a two-lane roadway with angled parking immediately creates a special opportunity for remaking the heart of Yucaipa to a pedestrian-friendly, shopper-friendly, and business-friendly destination.
In addition to the aesthetic and unique qualities, the inclusion of the roundabouts in the Uptown will add traffic capacity and safety to the intersections. The conversion of the parallel parking to angled parking provides a much needed increase in parking with the addition of about 35 parking spaces on Yucaipa Boulevard. While the number of pass-thru drivers traveling in the Uptown area will likely decrease somewhat, that loss is expected to be more than offset by the added exposure businesses can receive due to the slower speeds necessary to navigate the roundabouts and “planned congestion.” In many ways, the uses of roundabouts serve the community better than the signalized intersections.
After meeting with several groups (Yucaipa Chamber of Commerce, Economic Development Advisory Committee, and Uptown Workshop attendees) representing the various community-based business interests, the consensus was nearly unanimous in support of the proposed change to the streetscape plan. The value of reorienting the Uptown District with a shopper/visitor-conducive plan was recognized as an important step in revitalization.
