Entitlement Processing & Time Line Chart
A land use "entitlement" is generally described as approval by the City to introduce a new or expanded land use activity on a particular site. A new or expanded use will require one or more of the following four permits/licenses.

The Yucaipa Municipal Code determines which permits will be required for a specific project.
Business License
All new projects will require a City Business License. Projects will be reviewed for conformity with the City's Municipal Code.

Land Use Compliance Review
Any expansion change of use which would require additional parking or have an occupant load of more than thirty (30), or result in the development of four (4) or fewer multi-family units. A Land Use Compliance Review is also required to authorize the expansion or alteration associated with an existing commercial, industrial, institutional, or multiple residential use which cumulatively involves no more than twenty-five percent (25%) or five hundred (500) square feet (whichever is greater) of the ground area covered by the land use.

Planning Use Permit
The purpose of the Planning Use Permit process is to provide a streamlined review mechanism for single purpose, small-scale development within the City of Yucaipa, where the proposed project is categorically exempt from CEQA, classified as an infill development, and is ready for immediate development.

Conditional Use Permit
The Conditional Use Permit (CUP) application provides for the review of the location and design of the proposed use, configuration of improvements, potential impact on the surrounding area, and the evaluation of the use based on fixed and established standards. Virtually all new construction projects require a Conditional Use Permit.
